Food Establishment Program
The Victoria County Public Health Department Environmental Services Division is the regulatory authority for Calhoun, DeWitt, Jackson and Victoria Counties. The Environmental Services Division permits and conducts routine inspections of retail food establishments such as restaurants, institutional facilities including schools, hospitals, and nursing homes, convenience stores, grocery stores, night clubs, and mobile food units.
A valid Food Establishment Permit issued by the Victoria County Public Health Department Environmental Services Division is required prior to opening and operating a food establishment in Calhoun, DeWitt, Jackson and Victoria Counties.
Food Establishment Permitting Process
1. Review the Minimum Requirements for Food Establishments.

2. Obtain a Food Establishment Permit Application.

3. Submit Food Establishment Permit Application to the Victoria County Public Health Department Environmental Services Division NOTE: If you are planning on buying a pre-existing food establishment it is best to contact Environmental Services before purchase. There may be wall and floor finishes and equipment that do not meet the current health codes and will have to be upgraded to meet current codes. A copy of the proposed plans are required to be submitted to the City of Victoria (or refer to local ordinance)for existing permitted facilities with change of ownership and/or plans for remodeling.
4. Schedule an opening inspection by contacting our office (361) 578-6281 ext. 3400
5. Provide a copy of opening inspection to proper city/county entity (i.e., local city hall) and pay the proper food establishment permit fee(see below). The permit fee schedule is also on the back of the Food Establishment Application

Once the permit application and fee have been received and all requirements have been met via approval following an opening inspection, the permit can be issued on site, mailed to the mailing address on the Food Establishment Permit Application, or it can be picked up at the Victoria County Public Health Department Environmental Services Division.
